Texture that tests positive
The room is emptied, the heating is shut off and the work area goes under a negative pressure enclosure. The texture is soaked, scraped into bags while still wet, and the bags are sealed before they leave the room.
Typical cost in Hillsboro
You can’t tell by looking whether popcorn texture contains asbestos, so we test it first. A ceiling that comes back positive is removed wet inside a sealed room, and the surface is left ready for new drywall, a skim coat or paint.
Under DEQ’s rules, popcorn texture is friable, so a licensed abatement contractor removes it. The one exception is a resident owner of a single-family house, covered below. Ceiling work covers Hillsboro, Forest Grove and Cornelius.

Then the ceiling can be handled as ordinary remodel work. Keep the lab report, because Metro transfer stations ask for it before they take the debris.
A resident owner of a single-family house is allowed to scrape it personally, with no license or notice. DEQ’s advice is not to, and the bagging and disposal rules apply either way.
A friable job cannot start until DEQ has had the notice and fee for at least 10 days. We file once the lab confirms asbestos, so the wait runs while you plan the rest of the remodel.
We leave the ceiling clean and ready for whoever finishes it. A brown stain overhead means a leak at some point, so fix the source first or the new finish may stain too.
